The Carter Center

Jennifer McCoy, head of the Americas program.  She has extensive area expertise as well as knowledge of the Democratic Charter, and will serve as liaison with the Friend of the Charter initiative.  She has spearheaded work at the Carter Center to analyze ways of applying the Charter (see Carter Center n.d., and Legler and Levitt 2006).

 

International IDEA

Rafael Roncagliolo, of International IDEA Peru, and contributor to a chapter on Peru in the recent IDEA volume on democracy assessment (Beetham et al. 2003).

Daniel Zovatto will contribute International IDEA’s framework for democracy assessment (International IDEA 2002, Handbook on Democracy Assessment). This represents an appealing point of departure for developing a methodological template for the Andes because it emphasizes such issues as citizenship, the rule of law, civil and political rights, accountability, participation, the media and responsiveness of government.


Comisión Andina de Juristas (CAJ) /Andean Commission of Jurists

Diego Garcia-Sayan heads the Andean Commission of Jurists (CAJ), a human rights and pro-democracy NGO with offices throughout the Andean region.  The CAJ has created an Andean Democratic Network.

The Center for Latin American and Latino Studies at American Univeristy, Washington D.C.

Eric Hershberg is the current Director for CLALS at American University. He is also a member of the Network’s Academic Advisory Council.
